It depends on the method. In stroke play the lowest total wins, so -12 beats -4. In points scoring the highest total wins. On TourneyRun, Classic Stroke Play and Finish Scoring are lowest-wins; TourneyRun Style is highest-wins.
No. It currently scores exactly like Classic Stroke Play: each golfer's rounds to par, added up, lowest total wins. TourneyRun Style is the style with finish bonuses (+30 for a win, +12 for 2nd to 5th, +8 for 6th to 10th, +3 for 11th to 25th).
There is no per-hole value. Each round scores -1.5 points per stroke to par, so a birdie that turns an even-par round into a -1 is worth 1.5 points, and a bogey costs 1.5.
In TourneyRun Style, yes: each golfer's points at an event marked (Major) on the create screen are multiplied by 1.5. That applies in every format using TourneyRun Style, Season Long included. Stroke play is never multiplied.
In an Office Pool or Snake Draft, no: the style is set at creation. A Salary Cap commissioner can switch styles from the Commissioner tab.
TourneyRun pulls the ESPN PGA scoreboard every 10 minutes, Thursday to Sunday (UTC). The Refresh button on the standings forces an update on any day, which matters when a tournament finishes on a Monday.
